With the nugget below from the REG 3.1.0, if Jephthah discards a LS, it goes to LoB now?  No more Divination shenanigans?

Discard > Default Conditions > When a Lost Soul is discarded from a deck it is put into its owner's Land of Bondage.

Except now you can use him on defense against your opponent without the risk of discarding one of his Lost Souls...so all is not lost...  ;)

If he targets the top card for discard and it's a lost soul do you have to discard another card in place of the lost soul?

Nope. You still "discarded" the top card of your deck, it just went to a different location than the discard pile (by game rule).
