T2 Multi additional time

According to the rule book you have 90 seconds from start of draw phase to initiate battle phase. A subsequent ruling that follows states that a player that allows searching is allowed "additional time". That's it. "Additional time". Due to the mass amount of time outs in type 2 multi and two player, I believe the 90 second draw phase up to battle needs to be enforced a little bit more strictly. Battle phase has a 30 second rule. You make a rescue and your opponent has 30 seconds to block. After 30 seconds, if a blocker is not presented or a card has not been played, battle resolution ends. Can an edit to the hosting guidelines to implement a 30 second additional time per card be made to help prevent timeouts?

This (30 second/card) is already the rule...

Quote from: Tournament Hosting Guide
Battle phase: [30 seconds per card]. Since another player or players are now involved we can limit the
amount of time between each card. (Example, I place a hero in the field of battle, you have 30 seconds to
present a blocker. The player that has initiative now has 30 seconds to play the next enhancement card,
etc.) If more than 30 seconds have elapsed since the last card was played, then the player whose burden it
is to play a card loses initiative. If that player’s forces are losing, then the battle is resolved without any
more cards being played. However, if the battle is in a stalemate or mutual destruction situation then
initiative immediately passes to the other player.

Tyler,

I put multiple games on the clock at Nationals. My interpretation of the "additional time" is that it refers directly to the 30 seconds / 50 cards when searching allowance. When timing a prep phase, if a search occurred, I paused the 90 second timer and began a 30 second search timer, when the search resolved, I resumed the 90 second timer. Anytime a player feels an opponent is taking to long, they have the right to ask a judge to put them on the clock, however, if as a judge I put a game on the clock I will evaluate all players at the table.

You did a great job John I was just referring to the overall game state of T2 multi. That's awesome if we are referring to the additional time as 30 seconds a card to copy the battle phase rule, it just needs to be clarified in the rules, just so long as everyone is on the same page. And MJB, I am referring to upkeep/prep gaining additional time per card to activate abilities/search. What you quoted is the battle phase. There is no clear cut timeframe in the rules for how much additional time is allotted per card, but John is saying 30 seconds a card is the guideline, and John's word is good with me.

The language that only references the battle phase was written when searching outside the battle phase was rare at best.

We're in the later stages of overhauling the host guide now. Your suggestion to clarify that it applies to searching regardless of when it takes place is a good one.

My bad.  I misread your post. I thought you were asking for a 30 per card rule in battle.

Were you really seeing players intentionally stalling during the prep phase?

It's not even so much intentionally stalling as much as not realizing simply how much time it takes to resolve a couple TC abilities, activate an artifact, adjust your Woes target, evaluate which hero to rescue with, play a dominant, etc. There's simply so much that can go on now that players don't realize how long they're taking
