Can I do the action in bold multiple times in the same phase?

Jerusalem
Each upkeep, you may reserve a random card from deck to take a N.T. card from Reserve. If attacked, you may discard an evil Dominant from hand to resurrect an evil N.T. human.

Herod's Temple
Protect Gospel humans in territory from harm. During battle, you may reserve the top card of deck to toss all Enhancements played while your N.T. human is alone that battle.

In short, no for Jerusalem and yes for Herod's Temple.

Here's the REG entry in Conditional Phrases and Ability Clauses that relates to those abilities, though I'm having a hard time justifying from the entry why an ability like Jerusalem can only be done once during your upkeep so maybe someone else will be able to give a better justification. My understanding though is that "each [phase]" basically means you can activate once at some point during that phase and "during [phase]" means you can activate it however many times you want during that phase, now limited to four times due to the general four activations limit.

Thanks Jayden, I think I understand the difference. I would explain this way:

"Each [phase]" describes the phase a though it were a single event on a time line whereas "during [phase]" describes the phase as though it were an era of time which encompasses X separate events on a timeline.
