I know it has been debated for CTB if you could pick from hand, but I forgot the final outcome.

I believe the rule is that if it does not say the evil characters must be in play, you can pick them from hand.

Sword of the Lord and Cup of Wrath specify "in play" but Sword against Sword does not.

I think you are on safe ground by saying that the default condition is that it must go to your territory.

Targets for adding a character to battle have always been allowed from hand unless specified otherwise.  This was confirmed in a huge discussion two years ago that band and choose the blocker can pick their targets in an identical manner.  There was never anything put under Default Conditions for Choose the Blocker in the REG as it is an implied result.  This will continue to remain as such unless there is a rule change made where you cannot band to a character from your hand.

From the REG: Instant Abilities -> Band -> Default Conditions
