Yes, he is Risen is close to OP too. At any point that is my opinion, regardless of what others think.
They seem pretty lame as fighters maybe we should challenge them to a dance off or a redemption game

i have treachery on a herod in territory blocking with a different ec. i dc treachery from territory to withdraw a prophet, prophet plays two bears with special initiative. two bears interrupts the battle.. can this interrupt herod's treachery after it was dc to shuffle the herod and prevent the withdraw? or does it complete since it was not in battle? if the herod is shuffled and treachery is interrupted, would treachery then follow the herod to deck?

I believe it could since HT would be the last card played (and it was by the opponent). Never mind, Gabe is correct since HT is not played in the current battle.

As for the second question, if we assume Treachery has not been triggered, Two Bears would actually shuffle HT (assuming all 7 evil brigades are not in play besides HT) since you choose all targets for Two Bears and then carry out the shuffle. If all 7 brigades are in play and you shuffle one of each, (including the Herod w/ HT), then HT would follow the Herod.

Special initiative only allows you to play a card that will interrupt/negate the card removing you. Here's a summary from the REG entry for Special Initiative.

...the player with their character(s) being removed has the opportunity to play an Enhancement that will interrupt or negate the ability that is causing the removal...

Since Herod's Treachery was not in battle, Two Bears cannot be played because it does not interrupt the card that is removing you.

I remember a ROOT game from about 3 years ago, right after the Special Initiative rule changed to what it is today.  I was using a Red offense and my opponent had a Herod/chump block splash defense.  Twice I took advantage of the new SI rule in that game.  First, my opponent discarded Herod's Treachery from Archelaus when my lone Red WC hero was in battle, so I played Bravery of David to negate HT/discard Archelaus.  Second, I used Jael to choose a small EC from my opponent's territory to block.  My opponent discarded Magic Charms to capture Jael, so I played Foreign Sword to negate MC.
