Will someone please explain how Striking Herod works?
Ex. Rescue with AuTO opponent blocks with Gomer.
Can I play Striking Herod?
Or do I have to have initiative?

If you have initiative, you can play whatever enhancement. Striking Herod interrupts the battle so you could use it when you have special initiative. However, Striking Herod would be ineffective against Gomer as she's not a male evil character.

Yeah, you would need initiative to play, either Regular (which is determined by the numbers) or Special (when an SA causes removal of all characters in battle on your side).  Note that you cannot play until all abilities resolve, so you must let Gomer band if your opponent desires.  And if they do not, AUtO is winning the battle by the numbers so you do not have initiative.  You could throw down a dominant, since they can be played outside of initiative, but your opponent has the first play for enhancements.

So if you're asking if you can throw down an ITB before they play Plot off of their initiative, the answer is no ;)
