I believe its
1 star for <100
2 stars for <250 and >=100
3 stars for <500 and >= 250
4 stars for <100 and >= 500
5 stars for >=1000

To be perfectly honest, I find that the date a person joined matters more than the number of stars they have.

There are quite a few experienced members on the boards who just don't post often, and thus have less stars.

Ultimately, what matters the most is the content of your posts, not post counts. :)
