Escape to Egypt

Escape to Egypt is a yellow evil enhancement that reads "Opponent must withdraw 2 Heroes from battle and place a good Dominant from hand beneath deck."

Would no Heroes be withdrawn if there were only 1 Hero in battle, as it does not read "up to 2"?
Furthermore, if that is indeed true, do they not withdraw if there is no good Dominant in their hand, as it does not read "if any" and therefore is worded as something that must occur.

It is my understanding that this card plays like "up to 2" and only place a good Dominant beneath the deck if there is one to be placed. Am I correct or crazy?

You do as much as you can, so if there is only one hero in battle, you withdraw it.  If the person has no good Dominant in hand, they cannot place it beneath deck, but the withdraw still happens.
