Sower says "You may place a good enhancement from hand on a human Evil Character. After battle, discard that enhancement to convert that character to a Hero". My question is: does the evil character get the */* and special of that ability of that enhancement?

Convert abilities don't specifically have anything to do with the card they're on (or in Sower's case, the card that gets placed). The character literally just changes alignment; their numbers, name, identifiers (with the exception of alignment-specific ones), etc. stay the same. The converting card controls what brigade the character becomes, but otherwise has no impact on the character post-conversion.

Ok so I have some further questions about this play.

If the character that Sower has placed the enhancement on is converted during the battle phase and then banded into battle, Does the enhancement activate if it is the same brigade as the character?

You may place a good Enhancement from hand on a human Evil Character. After battle, discard that Enhancement to convert that character to a Hero.

EDIT:  Sorry, misread your question.  But no, there are specific abilities that state the enhancement activates next time it enters battle.  It doesn't otherwise, nor would it be 'played' (placing in battle into activate its ability), so the numbers shouldn't count.

I agree with Redoubter. If the EC is converted and banded in, the enhancement would just sit there doing nothing. After battle, Sower's ability would try to finish and the enhancement would be discarded, but if the EC is already a Hero then the only thing that would change is it would be converted to gold brigade.
