1.  If my opponent has Emp. Galba with King's Pomp on him in his territory at the start of my opponent's rescue attempt, and I use Mess. of Satan to band in Galba, is my opponent's hand still protected with KP from Galba's ability to discard a card in my opponent's hand?  In other words, is the hand protection ability residual and continues to protect my opponent's hand even if he's no longer in control of Galba? 

Emp. Galba - Each opponent must discard a card from hand (relevant part of the SA for this question).
King's Pomp - Discard opponent's good placed enhancements.  Place on your evil king: Negate ignore and site access abilities.  Protect your hand from opponent's cards.

2.  My opponent has Crowds LS and I rescue with Barnabas (Barnabas cannot target my opponent's deck due to Crowds).  My opponent blocks giving me initiative and I play Miracle at the Gate, which negates lost souls, among other things.  Can I now use Barnie's ability to search my opponent's deck for a LS or is it too late (since it's an instant ability and not on-going)?

Barnabas - ...Search opponent's deck for a lost soul...
Crowds LS - While you have drawn 4 or fewer cards this turn, protect your hand and deck from opponent's cards.

1. Placed cards are always controlled by the player that placed them.  So King's Pomp continues to protect your opponent's hand, even after you band to their Galba.

However, King's Pomp protects your opponent's hand from his opponent's cards.  Galba does not meet that definition because he is not both owned and controlled by you.  So Galba works.

2. Instant abilities that do not initially trigger (either by Prevention, Restriction, or Protection) do not activate if the Preventing/Restricting/Protecting ability is negated - even if it is negated in the same phase, such as your example.

Cool thanks. That's how I ruled it on both accounts (except I didnt think about Galba being able to discard a card from my opponent since Galba isn't in my opponent's control at the time of target. That's a nice catch on your end!). I just wanted to be sure.
