says who?  when did this ruling happen?  Even when cards are played simultaneously?
Sorry, should have expanded that thought: You don't get to choose when you use JP.  It's triggered.

So i can play falling away targeting my opponents LoR when they have GoYS down?

You select ANY Redeemed Soul. It returns to YOUR LoB. Subtract score from appropriate player.

If, however, both players have GoYS, you could play Falling Away for no effect anytime during either player's turn, or so I've been told at tourneys when the situation came up. Is that right?

I would assume, since all Redeemed Souls are protected from it.

That is correct. You can play dominants at any time, and if they have no legal targets, they are just discarded. You can use Evil Dominants with Lampstand up to clear your hand, or even New Jerusalem without Son of God.

That's also possible. But nine times out of ten, the doms I'm getting rid of are evil dominants that I can't use because of Lampstand. And Mayhem won't work either.

Why would I want to reduce hand size before dropping Mayhem?

One of Mayhem's best uses is as a draw card. If you can lower your hand size to well below six, then you get to shuffle the one or two cards in your hand and draw six. You can really mess up your opponent if on your turn you lower your hand size to 1 or 2 cards besides Mayhem, then drop it as soon as they draw. That way they shuffle 11 cards and draw 6, and you shuffle 1 or 2 cards and draw 6. You come out way ahead in that situation, and games have often been nearly decided by that play.
