I know sites are linked to the number of LS in the deck, but is there any other restriction on single-color no-SA sites? Can I have 7 starter Samarias in my deck?

(This is a general question, but I'm looking at the new starters in relation to my Type S, and 7 Samarias would actually be a good defensive strategy.)

Yes...7 Samarias or 7 Babylons* would be legal.

EDIT:  *6 Babylons and 1 Babylonian Banquet Hall.

I don't always use Gates of Samaria decks...
But when I do, I use 21 Samarias in a 154-card deck.
