how do single color sites work? can only heroes of the same brigade rescue the souls in it?

When you draw a site, you put it into your territory.  When placed there, you may ad one lost soul to that site.  Only heroes with the same brigade as the site brigade and heroes with access to sites (either by their ability, an artifact, or bringing in another site) can rescue that lost soul.

For example:
I have a blue site in my territory with my only lost soul in it.  If you try to come at me with, say, Michael, it would only be a battle challenge (since Michael is silver, not blue).  However, if you come at me with Jacob, you will have access to the site and it would be a rescue attempt (example is excluding any extra sites and artifacts that would give access).
