The Problem with Triggers

The more I get back into the game, the more I am becoming convinced that the way triggers are treated is the root of much of the extreme complication. It seems that triggers themselves become instant or ongoing based on whether the thing they trigger is instant or ongoing, except when they don't, and at odds with the way CBN works. Cards are either CBN or not when they are played and that does not change dynamically, yet Foreign Wives has a continually activating trigger even though it is phrased in the past tense because the thing the trigger will activate is an ongoing ability. Why do we have triggers tied to what kind of SA they trigger instead of how we figured it out in the first place with Herod's Temple?

This is not a well-developed argument yet, as I've only been back for weeks, but it seems that every time I run into something needlessly complicated, triggers are somehow involved.
I am not talking about T2 unless I am explicitly talking about T2. Also Mayhem is fine now somehow!
