I would assume that you could... Can you think of a reason to not be able to? I guess it would be a question of can you heal a hero who was in set-aside but I think you should be able to heal them still since they're being discarded and no longer in set-aside.

I think the question is whether or not you can play the heal because of Darius's Decree's ability that restricts the playing of enhancements which lasts for the phase.

I would say you can heal them in the next phase, but not in the same phase (unless an evil character is in battle)

Yes, I was asking if during that specific phase if you could heal the Hero being discarded. So is the restrict ability on DD still in effect during the phase DD is discarded?

Yes, ongoing abilities last for the phase, even if they are discarded by their own ability.
