Give targets for Jehoiachin's (LoC) Protect Ability

Can you use an Artifact that is in your Artifact pile (active or not) to trigger Jehoiachin's protect ability?  Can you use an Artifact, Site or Fortress from hand to trigger the protect?  Or does the given card have to be in play?

The target for the give has to be in play, and the Artifact must be active (since you can't target inactive Artifacts individually unless it specifically targets inactive Artifacts or face down cards).
