I am 99% sure of the answer, but here is goes anyway.

I RA with Joel
My opponent blocks with King Asnappar.
I play Search to grab David's Victory and play it.
My opponent wants to play DoU on the way out.
Can DoU be played or does an interrupt have to be played first?

To play any enhancement in battle, you must have either initiative or a card-playing ability, period.
Use the Mad Bomber to rescue his Province.

To play any enhancement in battle, you must have either initiative or a card-playing ability, period.

However, the point of this example is that the blocker did have initiative. But, when the blocker is being removed from the battle, the holder only has initiative to play an interrupt/negate.
