Scenario:
My opponent attacks me with a hero, I block with Korah and play Siege.  Do I get to pick the order that the SAs happen?  And if I choose to activate my Herod Agrippa II and Goliath first, do all of my opponent's heroes SAs activate, even though all his heroes are captured?

Korah (Pa)
Type: Evil Char. • Brigade: Brown • Ability: 4 / 5 • Class: None • Special Ability: Evil banding enhancements cannot be prevented or negated this battle.

Siege (Ki)
Type: Evil Enh. • Brigade: Brown • Ability: 2 / 2 • Class: None • Special Ability: All of holder's Evil Characters in play and all of opponent's Heroes in play must join the battle.

Herod Agrippa II (TP)
Type: Evil Char. • Brigade: Gold • Ability: None • Class: Warrior • Special Ability: Negate protect abilities on Fortresses. If a Hero withdraws from battle, you may capture it. May band to a Sadducee. Cannot be negated.

Goliath (P)
Type: Evil Char. • Brigade: Black • Ability: 10 / 10 • Class: Warrior • Special Ability: Return all Heroes in battle to territory (except giant-slayers). Opponent may present a new Hero. Negate all band, draw, and play abilities. Cannot be negated.

they would not be capture because siege cannot be by Goliath

Yes, it would be CBN capture.  Both abilities would activate simultaneously.

You only choose the order they enter in, all the abilities activate simultaneously.

Technically, Smokey is correct in that the abilities all activate simultaneously. Effectively, most people choose to carry out the abilities in the order the characters enter just to make things easier.

As to your question, I believe all character abilities would activate before Goliath could return them. You'd want to skip any non-CBN draw, play, and banding abilities as Goliath negates them, but otherwise other abilities would work (based on the ECs you listed above). Then Goliath would return the non-giant-slayers.

I'm not sure, however, if HA2 would be able to capture them, though. I don't know if "return....to territory" is the same as "withdraw[ing] from battle".

Withdraw
The withdraw special ability either allows a charac­ter to exit battle unharmed or it forces an opposing character to leave the battle unharmed. Once a character withdraws from bat­tle, the character may not reenter battle during the same turn.
