Only when an EC blocks (yours or opponent’s) does CoA activate. And yes, the SA activates and resolves first before the discard. Once all special abilities resolve in the activation of order (as listed in the REG), and the EC is still in battle then CoA activates and would cause SI for the EC with 3 toughness.
