Do I shuffle when the shuffler lost soul is rescued and I have no lost souls out?

I'm actually going to argue No based upon the wording of the Shuffler soul - Whereas PO targets only a location, and not a quantity,  Shuffler targets a specific card type, which may or may not exist (Lost Souls) as well as a quantity to be shuffled (All other)
