If I draw the Shame lost soul (set aside a hero in a territory for two turns) and the Negate all soul (after this phase, negate the special ability of all lost souls in play) in my draw phase, does the hero set aside by the shame lost soul return when it is negated?

No. The Shame LS is an instantaneous action of set-aside. Since the negate LS doesn't begin until after the phase it is drawn, the timetable for negating Shame has past as soon as the phase is over.
The same goes with activating I am Salvation. It doesn't negate any Hoppers, territory discarders, or Shame LS's whose ability was completed in the draw phase.

Yes. The Play As for that Soul says:
Play As: Holder may place this Lost Soul in a Site currently occupied by one Lost Soul
The placement is an instant ability. The fact that it stays there is not an ability, it's just like any other placed card, it stays until it is moved.

What about a half rescued 2 or 3 liner?
If the negate LS comes into play does the 2/3 liner go to Land of redemption as one lS rescued?
