Lost Soul (shame) - "When you draw this card, you may set aside a hero from each territory for two turns."

A little bird told me that I can pick and choose which territories I choose to set aside heroes from, rather then being forced to set aside from all territories or none.  Is that correct?

That's what I was told, since there's a "may" at the beginning.
