correct unless the ignore is TGT which SWS does interrupt.

This is the same situation as "You may not interrupt/negate something that is preventing you". SWS is restricted from entering battle, and is therefore unable to be placed there to interrupt a fortress. So you MAY NOT block with an ignored SWS to interrupt TGT and use the ability there. Your best bet would be to use Destructive Sin off of SWS to stop the Garden altogether.
As far as using SWS to bring a human in (say against Spiritual Warfare), this is also a no-go. Ignore restricts characters from entering battle if they are ignored, and specifically states that they may not be targeted by an ability that would bring them into battle either.

Once that human character is in battle (completely), the interrupt would cease and he/she would be ignored.
Why did they replace the smooching smiley with ? I so wanted to use it here.
