Can I play set-aside enhancements concurrently?
Say I set aside my Abiathar with Prayer and Fasting, Built on the Rock, and Training in Righteousness?
Can my 10/9 Uber-protected multi-brigade wielding hero become real?

no- once the first set aside enhancement activates and sets the hero aside he is no longer in play for the next set aside to target him.

To be more precise, cards can only be played simultaneously if one of them says they can. The only card that does this currently (and probably only ever) is the New Jerusalem dominant.

for example- if i place setaside enhancements on heros in territory with placer abilities (aka tithe ect) and play a banding card like Battle Cry. What happens?

They are still deciding on instead abilities and i would say it is up to the tournament host on the ruling. If i were to rule on the play i would say SOG/NJ happen at the same time (simultaniously) and the owner of Judas Plot would choose which one would go to the bottom.

It doesn't currently. As far as I know, that's part of what they're discussing, but currently it doesn't I don't think.

^This. Going strictly off the wording of NJ, there is no reason for it to fizzle if SoG is insteaded by JP, so the easiest solution (to me) would just be to allow JP's holder to be able to choose which to instead and then they can choose NJ.

Agreed. The most effective use for JP would be to allow SOG but then instead NJ so NJ goes back without making a successful rescue and is only good for Confusion of Mind fodder.
