Noah's wife States special abilities on Genesis 6 - 10 characters cannot be prevented. My question is if Hezekiah's Signet ring is activated who's card takes affect when Noah tries to activate in battle to search out a flood Survivor in deck?

Signet Ring is a Restrict ability, so no.

To clarify further, Hezekiah's Signet Ring is a restrict ability that targets players, it's not trying to prevent Noah, so Noah's Wife's ability doesn't help in that scenario.
