If I play a card that says "set hero aside" or "set a hero aside" on one of my hero's can I target one of my opponents hero's?
The set aside cards all seem to be cost to gain so I know if I target an opponents hero with say "mustering a war" he would get the draw 3 if indeed I can target his hero's at all.

A set-aside ability must target a card you own and control unless the set-aside card is either territory class or played in battle
and gives no beneficial effect to the card set aside or the player that plays the set-aside card.

I realize that this has been the rule for quite some time, but I was wondering if we could reconsider. Being able to increase your opponent's stats to help you gain initiative, or weaken their use of Judge's Seat, could be a lot of fun. The biggest issue would be that the old set-asides had no time limit, so you could keep them out for the rest of the game. This could be solved with a game-rule limit, i.e. "No character may be set aside for more than __ turns." This would also get those Disciples moving more frequently. ;)
Just a thought. I have not really looked into peripheral effects. It would just be nice to make all those old cards useful again.

I wondered bc I had considered throwing in 6 or 7 set aside cards that I would play at the same time on my opponents hero's and then activate Darius Decree to smash them all

The cards that are set-aside go to the set-aside area of the player who controls the card being set-aside. Therefore if you set them aside with a card that did not specify a return, the opponent would be able to bring them back whenever they wanted.

Correct but that is also why I Conley selected cards that specified 3 or more turns
The only one I used that was 2 turns was meeting in the wilderness bc it set aside 2 heros
