I've never used (or run into) this card, so I'm not sure about the timing...

Herod’s Dungeon (TP)
Type: Site • Brigade: White • Ability: None • Class: None • Special Ability: While blocking with a Herod while this Site is unoccupied, you may capture a male human Hero with strength 7/* or greater and place it here. When you block with Herodias, you may discard a captured Hero. • Identifiers: Israel • Verse: Matthew 14:3 • Availability: Thesaurus ex Preteritus booster packs


Can this ability be activated at any time during battle (where a Herod is in Battle)?

How would you resolve the ability of Throne of David (or other "play first") in regard to the timing and opportunity of Herod's Dungeon?

I believe Herod's Dungeon can activate any time during battle (assuming the conditions are met) much like Unholy Writ or Going into Captivity.

Is there a good resource (or rule) for figuring out the resolution of "play" abilities?
(The classic example when I started judging tourneys was Michael/Angel's Sword vs. Rab/2kHorses)

The first thing you do is look at the order of operations:
In the case of Angel's Sword vs 2Khorses, 2Khorses activates first because Angel's Sword is a delayed trigger that waits until after the evil character blocks which includes the weapon.

I'm a little less sure in a case like Weakness vs The Throne of David.

Triggers must always wait until other abilities have finished before they can carry themselves out. In the case of Angel's Sword vs. Horses, ASword must wait for all aspects of the block to finish before it lets you play an enhancement. The aspects of the block are the presenting of an EC, the resolution of that EC's ability, the resolution of any weapons on that EC, and the resolution of any other ECs banded into battle. Only then does ASword's trigger let you play an enhancement.

In regards to TToD vs Dungeon, the difference is in the timing of the triggers. When a card triggers at a specific time (such as TToD triggering when the EC blocks) it gains priority over any cards that can be triggered anytime (such as Dungeon which says "while blocking") and gets to use its ability first.

Let me know if any of this doesn't make sense.

TToD completes before Herod's Dungeon.
Would you mind explaining the reasoning behind this ruling?  Is it because:

a) TToD was active first
b) Fortress triggers have priority over site triggers
c) specific time triggers have priority over "anytime" triggers
d) Triggers on the hero side have priority over triggers on the blocking side
e) Something else :)

I had always ruled it this way in years past:

1) Angel's Sword Activates
2) Rab/2kHorses blocks
3) Rab draws two cards
4) Michael plays the 'first' (next) enhancement (since he had 'dibs' on play next, lol... technical term  ;))
5) Rab (if not removed) plays an enhancement

Of course that's old-school and there are myriad examples available today of "play" cards, including Nebby and TToD.

So to correct my understanding, "block" includes all aspects of blocking (Character, Weapon, Search-Play)?

Yes, Horses' draw and play is still within the resolution of blocking, so it gets to finish before TToD or Angel's Sword can resolve their triggers.

TToD is a triggered ability. Triggered abilities always occur before optional abilities on cards not in battle (like Dungeon, GiC, etc.)
