How do these rules apply when the cards don't have the same deck building limits?

For example:
Covenant with Death
- Brown/Pale Green Curse (limit 2 in T2) vs. Crimson Enhancement (limit 4 in T2)
(Or are they considered different cards to begin with, since the new one's a curse, not an enhancement?)

Red Dragon, Beast from the Earth, Beast from the Sea, Goliath
- no-SA versions (limit 3 in T1) vs. SA versions (1 per 50 in T1)

Go with the stricter policy. So if you have one cov with death as a curse, you can only have one crimson enhancement.

I don't know that curses are "enhancements", so idk if it falls under the rules quoted above. You can't search for a curse as an enhancement in deck so I don't see why they'd be treated as such for deck-building.

If I were ruling, I'd say you could have 2 of the curse and 4 of the enhancement, but INE.

This one I know, since I remember seeing it ruled back in the Warriors days.

You can have 1 with special ability and 2 without.  That way it satisfies both rules.

Are Covenant with Death (enhancement) and Covenant with Death (Curse) considered the same card for deck-building?
If so, then you get 2 curses, and then 2 enhancements.
If not, then you get 2 curses and 4 enhancements.

Since the art and card title are the same, I'd say that the cards are the same.  But since the card type is different, I am not sure.

That's what I thought, but I wasn't sure if that had changed.

Is that because the Curse is still part enhancement, or does the rule apply to all cards now?  Then you get similar situations with Iron Pan (enhancement/artifact) and Herod's Temple (site/fort).

Are The Goat with Horn (enhancement & character) or The Ram with Two Horns (enhancement & character) the same card?

If both the good and evil King Saul had the same picture, would they be the same card?

Does this apply at all to play, or just deckbuilding? That is, can I play Iron Pan (enhancement) while I have Iron Pan (artifact) active? Can I play CwD (enhancement) while I have CwD (curse) active? Can I have both Herod's Temple (Fort) and Herod's Temple (Site) in play? Can I play Goat with Horn on The Goat with Horn?

Of course you can play it. Even though it is the same art, one is a character class, and one is an enhancement class. Because they are from different classes they are not considered to be duplicate cards.

Yeah, I know now that that's true for deckbuilding, but I'm not sure whether you can still have both in play. I personally don't see why not, except that it seems strange realistically, but I'm pretty sure I was once told that you can't have both the fortress and the site versions of Herod's Temple out at the same time. Not sure how far that rule goes.

In regards to Goat with Horn (and the other enhancements turned characters), you can indeed play the enhancement on the character (and receive name on name bonus to boot).

I don't know why you couldn't have the site and fortress HT out at the same time, but I do vaguely remember hearing a ruling similar to the one you mentioned saying you can't. I really think you should be able to, though....

Enhancements and Sites are not unique.  So, you could have two Goliath's Armors in play at the same time, for example.

Fortresses and Artifacts are unique.  So, you can't have two of the same forts or artifacts in play at the same time.

Since enhancements and sites are not unique, they do not violate uniqueness rules that apply to fortresses and artifacts, even if those versions are in play.

So, you can play a HT site while a HT fortress is in play.
Likewise, you can play a CwD enhancement while a CwD curse is in play.
