Which activates first, the beginning of the battle phase, or the SA on a hero?

The battle phase technically begins when the Hero enters battle. However, the first thing that can occur during battle is the Hero's SA, no other triggers of during battle/at beginning of battle can occur before the Hero's SA does.

I dont agree with it either. Seems inconsistant.
