You can't negate the ability to play a card, but you can send a card back where it came from and Negate it indirectly if it was searched for/drawn because of another card and then played.In this case, SoG/NJ would still work because it's CBN, which stick to the table. However, if, say, I attack with the 1/1 Musician, you block with King Jehoakim and play 2KH, drawing Confusion and play it, I can use Cymbals of the Levites to Negate 2KH, indirectly Negating Confusion and sending it back to your deck. If you had drawn and played a CBN card instead, Negating Horses would not send it back nor negate it.
