Can Emperors play Table of Demons (Orange/Crimson) with Rome out?

Rome
Your emperors have first strike and may use N.T. Enhancements of any evil brigade except orange.

Table of Demons
Search deck for an evil Fortress and play it. If an Idol is in play, negate an underdeck a Hero and an Artifact.

Rome has the same wording as Zimri, son of Salu so based on the current ruling for that card you CAN because Table of Demons is not mono-orange.

I disagree with this ruling because of the usage of the word "except" but the last time this was discussed nothing was changed (I don't think).

I know at one point there was a different ruling for immune than there was for ignore in these cases. If we don't already have a consistent ruling for color-specific targeting, then we need to implement it.

The ruling to go with right now, based on what I'm being told, is that Zadok Annoints Solomon, Ashdod, Rome, and Zimri, son of Salu will all be ruled the same way for targeting.  That is, a card is a legal target if it has a brigade other than the brigades indicated as being excluded.

If a card has a brigade that meets the condition, they may be targeted even if they have the brigade mentioned as "except" because they can still meet the condition to be targeted.

Ashdod: Scattered can be played because Philistines can use Brown, Crimson, and Gray enhancements through Ashdod, and Scattered has those brigades (even though it is also Pale Green).
Rome: Romans can still play Romans Destroy Jerusalem because they may play Crimson, Gray, Gold, Black, Brown, and Pale Green enhancements, which Romans Destroy Jerusalem is.  In addition, they are not restricted while Rome is in play from playing an enhancement they could already play, even though it is also Orange.
Zimri, son of Salu: Zimri may band to Foreign Wives since she has a brigade that is not Brown.  Even though she has Brown brigade, she still meets the condition through the other 6 brigades she has (and she is an Evil Character of each of those brigades for targeting).

This is consistent with the way Zadok Anoints Solomon works and the way Immune and Ignore work (you are Immune or Ignoring based on any part of the condition being true).

Based on what I am being told, it is official...unless an Elder comes along to dispute it... (though if one could post here to confirm that'd be appreciated ;)).

I'm not sure why there needs to be sarcasm about that, especially when the point you are trying to make isn't actually applying here.  The question was how to interpret 'except' on these cards, not whether they should function like ZAS.  Should Rome or Ashdod restrict characters from playing enhancements they could normally play (multi-brigade) or should they add to the cards they could play, for example.

ZAS has no ruling issue because it is already worded that way, but the others were issues for consistency between themselves and with other game rules.  I mention that they are all being ruled the same to give players a comparison point (since we all know what ZAS does, you can apply that same knowledge to these other three cards).
