Title: Roman Citizenship

Does this card replace nationality or add to it? For instance, if I tried to use this on The Egyptian Rebel, is he both Roman and Egyptian?

It’s in addition to the nationality, so TER would be Egyptian and Roman but would only be Roman so long as the placed enh is still placed on him, or isn’t negated.
