I attack, and my opponent plays revolt on the block setting-aside his character and my entire defense. When he starts his next RA, can I block with one of the ECs that just returned to my territory? I assume yes since it says they come back once he begins the RA but am looking for confirmation.

Revolt - Interrupt the battle. Evil Character may band to any number of non-Roman Evil Characters. Set aside all characters in battle until you begin a Rescue Attempt.

I would say that they could block with them. but, I could see the ruling going wither way.

Yes, you may.

Here's the order of operations. The Hero enters battle completing the special ability and any resulting special abilities and triggers (including Revolt). There's a window where players can use instant abilities like Unholy Writ, Gates of Hell, Dominants, etc. Then you can choose an Evil Character to block, including any that are in your territory (such as those returned by Revolt).

So, I'm guessing revolt was designed more for TEAMS or Multi rather than 2P?

It was really designed to try and accurately depict the story as best as we could do.  In this revolt, everyone banded together under this rebel and went out with him into the wilderness (set aside).

Also, it has a lot of fun impact beyond just multi; being able to use all of your opponents' abilities (unless they are using the defenses specified) and then immediately have a battle-winning condition applied is really powerful.  Turning your opponent's strengths into yours makes this card great in any format (though as noted it really shines with more players, if used properly), and that you get to determine when those heroes come back (if using a stall deck) or destroy them with DD means that there is much more you can do with the card than just band and win a battle.  Combos abound.
