1. Yes, he can play ToW (so long as it was already in his territory) once CoP's ability is resolved. 2. If you play SoG before he uses ToW then CoP would be negated and discarded; however, since dominants are CBN the rescue would still go through and your SoG would be banished once again. 3. In this scenario it would be a timing thing about who plays what first (SoG or ToW). If there was a debate about this in a tourney regarding who played what first then I'd default to the active player (SoG in this case).
I would rule in favor of the person playing SoG every time because you can't activate ToW until SoG is in your hand from whence you can play it before there is a possibility of an insertion.
