Yes.  You can't fulfill it's condition.  Same thing with Scapegoat and other similar cards.

Although I just thought, what if you had used Taking Egypt's Wealth to steal your opponent's Wickedness Removed?  Could you use theirs, since BotL only protects "your" enhancements?
