The title of this may seem obvious, but this is a serious question. On the REG, it says that The Theif (Pi) is a Rare. However, the actual card says that it's uncommon. Which is right?

The title of this may seem obvious, but this is a serious question. On the REG, it says that The Theif (Pi) is a Rare. However, the actual card says that it's uncommon. Which is right?

I'm sure it was just human error inputing into the REG. The Thief is so terribly broken that it seems like it should be rare.
