Territory "Place" Timing - Revisited

I am totally blank today.  Please refresh me about the timing for using 'place' cards in territory.  Is a 'place in territory' enh played in battle?

Yes.  The only cards played outside of battle are set aside, heal, weapons, and T-class. 

If you have Altar of Burnt Offering or High Places, then you can play certain enhancements outside of battle.
