Can characters protected from Thad's SA still band?

Can enhancements played by thad still be negated? I am pretty sure they can, just wanting to confirm.

No. Protect=cannot target, and banding requires a target.

Yes. Although I disagree with it, since you actually aren't negating the protect on Thad.
