I'm sorry I just can't remember the breakdown of the phases, but Can someone put lost souls in sites at the end of their turn?

no. by normal game rule lost souls may be placed into sites only during a players prep phase.

outside of this there are characters and cards with abilities which allow lost souls to be placed into sites at other times, such as during the battle phase.
