Unless a card specifies, it always defaults to in play.  So yes.

The only exception is if a special ability specifies "ALL cards", where the word, "ALL", is in ALL caps.  ;)

Though RFG only means removed from your game.  You can take all the RFG's from other games.

All I know is that most of my opponents will have issues with arthritis and carpel tunnel when they are older.  ;)

I've trained a small monkey to shuffle everything upon hearing "ANB."  Though it does cause a problem on certain multiple choice questions.
