Yes. Similarly, if you draw the Shame Lost Soul (set aside a Hero from each territory for 2 turns) in your draw phase, your Hero that you set aside gets a counter the very next phase and would come back on your next turn even though that wasn't technically "2 full turns." In the case of set aside cards, "turns" more accurately means "upkeep phases" than full sets of phases.

For consistency's sake everything gets a counter in upkeep because otherwise you'd have to remember which cards set aside what in which phase, and it would be complicated for things to come back in the battle phase since the battle phase consists solely of battles.

Okay, so, I did say that each upkeep turns are counted, but I have never actually seen it played that way with the Shame LS that was drawn during the draw phase (Draw-Upkeep-Prep-Battle-Discard, for reference).  I have always seen it played as if that first upkeep didn't "count", but that doesn't make sense according to the rules, browarod is correct by them.

The Upkeep Phase immediately follows the Draw Phase. On a player’s upkeep phase, a turn is added to the count of that player’s set-aside, poison, or disease abilities.

Have I just been playing this incorrectly then?  Honestly, it never triggered in my head, as I always saw everyone playing this differently.  I can't think of anything else that would have a similar effect (as it would have to happen during the draw phase itself), but this is still a bit disturbing to me.

I have played it the wrong way too, apparently. However, I am not disturbed by it being played "correctly" since the person gaining the advantage is the one playing the LS. So since it was their card in the first place, and it took a spot in their deck, I think there should be a benefit for them.
