4. Not if they are already in play; however, you can use the Cov/Curse if you use them from hand (but not Speech since it has its place/discard-to-use clause). However in most cases they can be used from play immediately after to negate your removal. It's a small technicality but is important for situations like Herod Agrippa II where the removal turns into a different CBN ability.EDIT: Slightly changed my answer for #4.
In the case of HA2 I believe he gets to trigger first, though I'm not 100% on the why, something about the types of triggers HA2 and Speech have. I think because Speech is an optional trigger that's why it can't insert itself between the withdraw and HA2 triggering to capture.

HAII is triggered upon a withdraw. Therefore, HAII triggers before Gam's Speech and must resolve first.
