Are the words on Dance of Death a special ability (that can be negated), or a definition of the attack and defense of the card?

It's a 'Greater Value' Special Ability, so yes it can be negated.

It's only considered an Unegateable description of the numbers if one (or more) of the numbers are * or X.

+1, and to add on, only the part of the ability that describes the * part is CBN.  The rest of the ability, if any, can be negated.
