Title: Question about Silly Women

If I have three Evil Characters in my Kingdoms of this World Fortress (which protects them from harm and or effect) and an opponent plays Silly Women in battle (whose special ability/effect is Character's abilities are equal to the number of all Evil Characters in play) do evil characters in Fortresses count? What if they were discarded Demons in Tartaros? Do Evil Characters in Set-Aside areas count?

Evil Characters in KotW would count because they are in play. Evil Characters in Tartaros would not count because they are in set aside.
