Is there any time that you can't like "trigger" golgotha after you put a green hero into battle and before you use Hidden Treasures to play an enhancement?

You have to wait for abilities to complete. After you rescue with your lone green prophet you must either decide to play an enhancement/discard a card or forfeit the option. After that, you can use Golgotha.

Correct. Hidden Treasures triggers as soon as all SA's on the prophet and associated placed/weapon class abilities are resolved. Once Hidden Treasures is used or not, then other things (like Golgotha) can happen.

Can you declare that the battle phase has begun before placing any characters into battle?

Nope.  The battle phase begins WHEN you place a character into battle.

As in, you don't think I can? Because I definitely can.

Who says it's overpowered? I feel like to make this card useful enough you need to use a lot of cards that you base around it... which is a pretty narrow strategy that doesn't give you many other options if they, let's say, discard Golgotha.

Question: What ways are there to get this out of the discard pile? Any ways other than well reopened?

False. If you try it when you are attacked, you won't be able to do it, because you can't play Threatened Lives after the battle with High Places. So I always do it when I attack.
