I am still trying to get my mind around Special Initiative.  I would like an elder or REP solve the following situation:

A Herod is in territory with Herod's Treachery.

Gideon goes in for a ra.

Herod Agrippa 2 (the Herod who captures if a hero withdraws) blocks.

Defender discards HT to withdraw Gideon to capture him with Agrippa.

Does Gideon have Special Initiative to play Samuel's Edict for CBN negate and discard of Agrippa?

I believe this was the exact situation that caused the reexamining in the first place. I know that the top-down rules are that special initiative takes place during the conditions that caused the removal and that CBI abilities always stick. However, I don't remember which takes precedence here. What we really need is a hierarchy of rules so that when they come into conflict we have an order for them.

My memory tells me that it was ruled you can interrupt Herod's Treachery, but that goes against my gut feeling that CBI stickiness is at the top of the rules hierarchy.
I am not talking about T2 unless I am explicitly talking about T2. Also Mayhem is fine now somehow!

When a similar situation came up involving Invoking Terror...it was ruled that Invoking Terror could be interrupted.

Yet, some said that Herod Treachery couldn't be interrupted by Special Initiative...so I'm curious what defines what can or cannot be interrupted by Special Initiative.

I just find it odd (thus my confusion) that Special Initiative interrupts some scenarios but not others. That's why I semi-understand Redoubter's questions regarding SI towards side battles.  Last I looked, it has been a week or so...Special Initiative hadn't been fully ironed out in the REG.  I will admit that I've not looked recently and likely will not look until tomorrow.

With the relatively new rule that you have a chance to negate anything that is removing you from battle in Special Initiative (Foreign Sword to negate Unholy Writ or Magic Charms, etc.), you can definitely target Herod's Treachery with Sam's Edict if your opponent is discarding it to make you withdraw.

Herod Agrippa I changes things though, with his "insteading" of withdraws into CBN captures.  "Insteads" make it so the original special ability never happened (if Herod's Temple "Insteads" Grapes of Wrath, there is/was no shuffle).  So Gideon is never withdrawing.  When he leaves battle, creating what normally would be Special Initiative, the ability making him leave battle is Herod Agrippa I capturing him, which is CBN and thus not negatable.

Relevant discussion from August.  Elder conclusion from that thread is that HA2 gets the CBN capture in the case of a non-CBN withdraw being used while HA2 is in battle.  The ability chain withdraw -> capture must complete before SI kicks in, and at that point the CBN capture must be dealt with.

Then "cannot be interrupted" CAN be interrupted.

I still use the Angel Wars insert for those rulings, STAMP. It was easy to teach and to learn. I have seen no reason to stop using it.
