If I play provoked decrease a hero X/X and increase an evil character X/X to draw X cannot be prevented.

 identifier x=# of opponents good brigades

And my opponent has Moses in his territory but not in the field of battle do I get to draw three cards because Moses is yellow, white and green?

Also is he allowed to play a a card that says all evil enhancement currently in battle are negated and discarded?

If so do I have to put the three cards that I draw back on the draw pile?

Yes, it would be at least 3 (possibly more if your opponent had another good brigades in play).

He would be able to negate Provoked once he had initiative.

If he negated it, the cards you drew would go back unless they had been played already. (Like if you drew Son of God with Provoked and played it, it would stay in the discard pile and not be returned to the top of your deck).

If I have a negate in my hand or drew a nagate from provoke can i play that to negate his negate? Because I now have the initiative if he discards provoke.

If you draw a negate with Provoked, but he negates Provoked, the negate you drew would go back on deck before you get a chance to play it. Abilities always complete fully unless a special initiative situation is created.
