I found this in the REG (Access to Sites > How to Use):

All the single color sites are mainly used defensively as “lost soul sites”. The special abilities on single color sites are written to take effect when they are holding a lost soul. Therefore, if you are using an “access site” defensively or a “lost soul site” offensively the special abilities don’t activate.

This seems odd, because of Herod's Dungeon: "While blocking with a Herod while this Site is unoccupied, you may capture a male human Hero with strength 7/* or greater and place it here. When you block with Herodias, you may discard a captured Hero."

Herod's Dungeon would never activate if that REG quote is accurate. Also, if that is accurate, then the "protection sites" in Disciples also only activate when occupied. This includes sites like Chorazin ("Protect N.T. Evil Characters in your territory from conversion. When a Lost Soul is placed in this Site, you may activate a Curse here for one turn.") and Caesarea Philippi ("Protect N.T. human Evil Characters in your territory from capture and discard abilities on opponents' cards. Protect N.T. Sites in your territory from opponents' cards."). So, is the REG accurate?

That was being discussed a long time ago, and it never got resolved. I had hoped it would get resolved before the set was released, now I can only hope it will be before the set makes it to major tournaments.

My personal preference would be that single-color sites must be occupied to have effect, unless the SA specifically says it must be unoccupied (currently Herod's Dungeon is the only one like that). But that is by no means official.

It seems pretty resolved to me? no one disagreed with the last few posts on that thread, so it seems like a consensus was reached.

Single-Color Sites are only active when occupied, unless a special ability says otherwise.

Side note question, the second ability on Herod's dungeon is a separate ability, so the site must be occupied to use it, correct?

Multi-color sites are only active inside of battle.

With that understanding your Caesarea Philippi will protect your EC's from AoCp as long as you're not using it for access.

Personally I really don't like that rule as it significantly weakens the site-lock archetype, I really like Prof A's suggestion.

How does sites being active without being occupied weaken site-lock, Also I thought it was currently the way Prof A described it.

I've been going off of the older thread that I linked. I thought that what Gabe said there was the rule for it.

I don't see any reason that this needs to be changed because of Herod's Dungeon. It specifically says that the ability works when it's not occupied. We have countless other cards with special abilities that work outside of normal game rules. That's one of the things that special abilities do, they allow us to get around game rules in certain circumstances.

So, imo, Herod's Dungeon works just fine as written. Kir only works when occupied.

That's one of a few things that are changing for this coming tournament season. Another one you've probably heard about is that Jerusalem Tower will be treated as a protect instead of a prevent ability.

I'll do my best to get an elder/Rob consensus so we can create one thread for all these official announcements soon.
