It would seem that PoA Interrupts and Protects...My opponent had inish. but wouldn't they have to interrupt and negate to play BtgB.

Nope. PoA only protects your Heroes in play and set-aside area. Cards in your draw pile are not heroes, unless they are, but then they would not be in play or set-aside. If it said "Interrupt the battle and protect cards in your deck from discard" then you could play it to stop Begging from hurting your draw pile.

Yes, unfortunatly, theres not much to stop deck discard
