The REG sort of seems to make it a prevent, but then again, I'm pretty sure you can't prevent an opponent, so I would say it's a restrict. I think that's how I've always played it anyway.

It's been ruled to be a restrict. Notice the similarity in wording between Hezekiah's Signet Ring and Jerusalem Tower.

Which, I have realized after looking it up, has an extra apostrophe in the play as. Scandalicious!

The wording "Prevent opponents" is outdated, but it essentially means restrict, so that's what HSR should be ruled as.
